Supporting multicultural planning in government agencies

NSW Government agencies aim to provide high-quality services and programs for all people of NSW. The Multicultural Policies and Services Program (MPSP) supports agencies to show their great work and how they plan effectively for people of different cultural, linguistic, and religious backgrounds. They also report on progress in line with the requirements set out in the Multicultural NSW Act 2000.

NSW Government agencies supply critical services to NSW. They support the 29.3 per cent of NSW residents born overseas and the 50.3 per cent who had at least one parent born overseas.

The MPSP framework helps agencies to embed multicultural planning within their core business operations.

The MPSP Framework consists of:

  • 4 focus areas: service delivery, planning, leadership and engagement
  • 9 outcomes in which agencies develop a set of specific targets against agreed focus areas relevant to their context and business activities.

Agencies must:

  • prepare a multicultural plan incorporating the focus areas and outcomes, and
  • report publicly on progress through their annual reports.

The following agencies, known as a Designated MPSP Agency (DMA), provide critical services to the people of NSW, and have additional planning and reporting responsibilities under the MPSP.

  • Ministry of Health
  • Department of Planning and Environment
  • TAFE NSW
  • Department of Education
  • Department of Communities and Justice
  • Fire and Rescue NSW
  • NSW Police Force
  • Office of the NSW Rural Fire Service
  • Service NSW
  • Transport NSW
  • Insurance and Care NSW.

Multicultural NSW reports to Parliament on the NSW Government’s multicultural planning and delivery progress through its annual State of Community Relations in NSW report. The reports include an overview of NSW Government agency compliance and provide highlights and examples of agencies’ work.

MPSP review

Multicultural NSW is currently reviewing the Multicultural Policies and Services Program (MPSP), including support provided to NSW Government agencies to meet planning and reporting requirements.
